I saw some Chinese commentators talk about this: The even bigger picture is that the USA's core interest *must* position Russia as a threat to the rest of Europe, because a Europe that includes Russia is definitely strong enough to be independent and challenge the US. And the US is nothing without its European, I don't want to call them vassals, but Trump has made pretty clear he views them as vassals.
So hence, the war against Russia continues, because if they make peace that's risking the American hold over Europe, now that the jig is up.
It would have to be carried out by an independent organization, accepted by the Russian and the Ucrainian government. The referendum would possibly be only part of the solution. An internal deliberative process would also be necessary, since the results will not be unanimous, and mayority rule is not enough for a stable future.. And the answer does nos necessarily have to be belonging to either country.
I think not only Rusia views Ucraine in Nato as an existencial threat, but Europeo views Putin as an existencial threat. Putin besides wants the eastern predominantly russian speaking regions of Ucraine to be come part 9f Russia, confirming europeans worst fears. What if those regions are given the possibility of selfdetermination?
Self determination by the people in the oblasts being fought over would be a great solution in theory, but how would it be carried out? If the Russians administered a referendum, as they have done in some of the reclaimed territories, Ukraine and the Amis would never recognize the results and visa-versa.
